Bruce doesn’t seem on board with two people rocking the cowl at once.  I like that Damian, who initially challenged Dick’s right to the mantle even when Bruce was thought dead, is the one to dismiss his father’s hesitation in this panel: “We need all the Batmen we can get, Father.”

And that dismissal was what lead Bruce to the idea of Batman Incorporated.
